Can I Walk My Dog Without a Leash? No, and Here's What it Could Cost You if You Don't

The City of Chicago requires a leash (“restraint”) on all animals outside of private property according to Chicago Municipal City Ordinance Chapter 7-12 - Animal Care & Control  . This means Chicago parks too. Making a mistake can cost you a hefty fine, along with the possibility of you, your dog, or another dog getting hurt, and possible legal ramifications.

“Each owner shall keep and maintain his animal under restraint…Any owner who violates any provision of this section shall be subject to a fine of $300.00 if the violation does not result in severe injury or death to any person or damage to another person's property.”

Note that this $300 fine is if there is no injury, death or person property damage. The fine can escalate to up to $10,000 if there is severy injury or death, and up to $1000 fine if there is personal property damage. Additional legal fees, community service and other ramifications are also possible. The bottom line is that even if your elderly or small dog seems harmless, it’s not worth the risk. (May 2021) The Hermosa Neighborhood Association has just launched a new Dog Park and Fundraising Committee based on community interest in pursing a city-sanctioned off-leash space for our furry friends to mingle, get exercise and play. Hermosa does not have an off-leash area, which means all dogs must be on a leash outside of your own property. See City of Chicago guidelines.


The goal of the committee is to scout locations, plan a design, fundraise and implement a dog-friendly space. This is an effort that will take numerous volunteers, community engagement and significant fundraising. If other communities can do this, Hermosa sure can!

Topics & Meeting Concerns

  • Block club meetings with a guest speaker will be held monthly via zoom for now, until further notice.

  • Any issues or complaints, please contact the office 312-746-5090

  • If you know of any seniors living alone, please contact 25th district for a wellbeing check. 

  • Carjackings city wide; always check surroundings; it's happening mostly in residential areas, gas stations, at stop lights; please  keep windows up, doors locked.

  • If you are being followed by a vehicle, try and get a vehicle description, go to a safe area such as a police station. Park your car in well lit areas. If you are carjacked, give up your car and leave the scene. Recommend  no physical or verbal confrontation. If there's a child in the car, let the individual know. 

  • Garage burglaries are also on the rise; make sure locks work properly. Cover your windows. Recommend installing motion lights around the garage/property and video camera if possible. 

  • Robberies: when walking alone, please be vigilant; If you think you're being followed, cross the street and go somewhere safe. Keep one hand ready in case you have to call 911.
